La semana pasada, Europa ha celebrado la Semana de los Servicios Sociales, entre el 7 y el 11 de diciembre. En Kveloce estamos totalmente comprometidas con la intervención social y participamos en varios proyectos y licitaciones europeas en esta materia: hoy te contamos qué estamos haciendo en materia de Garantía Infantil (Child Guarantee), el Green Deal Europeo y su relación con la intervención social y el estado de la inversión de impacto, como uno de los mecanismos financieros prometedores para impulsar la calidad y el alcance de los servicios sociales en nuestro país.
Kveloce y la próxima Child Guarantee
¡Los niños y niñas en el corazón de Europa!
Nos alegra mucho anunciar que Kveloce ha ganado la licitación europea sobre “Evaluación de modelos de financiación para una implementación exitosa de la Garantía Infantil – lecciones aprendidas de la Garantía Juvenil (Youth Guarantee)”, lanzada por EASPD (Asociación europea de proveedores de servicios para personas con discapacidad).
La pobreza infantil es uno de los mayores desafíos a los que se enfrenta Europa en la actualidad. Los datos más recientes nos dicen que uno de cada cuatro niños en la UE está en riesgo de pobreza, ¡algo que es simplemente inaceptable!
Debido a la migración, las dificultades económicas, la discapacidad, la discriminación y otros factores, muchas familias están luchando para llegar a fin de mes. Los niños y niñas sufren las consecuencias, y éstas se dejarán ver durante muchos años. La UE se ha comprometido en apoyar la erradicación de la pobreza infantil mediante la adopción de una Child Guarantee en 2021, para garantizar que los niños en las situaciones más vulnerables tengan acceso a prestaciones y derechos sociales clave para combatir la pobreza.
La Child Guarantee será particularmente relevante en el contexto actual de crisis socioeconómica provocada por la pandemia COVID-19. Dado que la crisis afectará más negativamente todavía a las niños y niñas más vulnerables, esta medida aspira a mitigar estos efectos. Sin embargo, su éxito requiere que las herramientas pertinentes lleguen a quienes se encuentran en una situación más vulnerable y esto no es sencillo de conseguir.
¡Hagámoslo! Actualmente, en Kveloce estamos llevando a cabo investigaciones sobre otros modelos como la Youth Guarantee, y profundizando en el estudio de viabilidad realizado recientemente sobre la Child Guarantee. También hemos comenzado a establecer diálogos interesantes con expertas y expertos, así como actores comunitarios clave.
Los servicios sociales ante el Green Deal Europeo
Por otra parte, Kveloce ha ganado otra licitación de la misma EASPD para profundizar en el Green Deal y su relación con los servicios sociales, como parte de su programa “Commit!” Programme 2020.
Existe una estrecha relación entre los problemas ambientales y los problemas sociales, y especialmente relevantes en las comunidades vulnerables. En el caso del cambio climático, investigaciones previas señalan cómo la sociedad se ve impactada por olas de frío y olas de calor, sequías, inundaciones, dispersión de enfermedades, o escasez de recursos, entre otros.
El Green Deal representa una nueva estrategia de crecimiento que pretende transformar a la Unión Europea en una sociedad justa y próspera, logrando una economía sin emisiones de efecto invernadero, que proteja y mejore el capital natural, así como la salud y el bienestar de la ciudadanía. La EASPD está llevando a cabo investigaciones sobre cómo el Green Deal Europeo podría apoyar la transición ecológica de los Servicios Sociales. El estudio que llevamos a cabo en Kveloce trata de identificar las oportunidades que el Green Deal (y las oportunidades de financiación conexas) pueden proporcionar a los proveedores de servicios sociales, especialmente aquellos más activos en los ámbitos de trabajo, empleo, educación y la formación, y la atención comunitaria.
Durante este trabajo de investigación, estamos implementando diferentes actividades: por un lado, se está llevando a cabo una investigación para identificar necesidades y barreras para la mejora ecológica de los servicios sociales, así como las buenas prácticas y oportunidades de financiación existentes, a través de una revisión sistemática de la literatura existente; Además, la investigación incluye un estudio de campo, en el que se van a entrevistar a 15 actores clave en diferentes ámbitos de atención social de 5 países diferentes de la UE.
Los resultados del trabajo de investigación se compartirán en forma de un informe de síntesis que comprenderá las necesidades de adaptación, oportunidades, posibles mejoras y obstáculos para hacer un sector de servicios sociales más verde.
Inversión de impacto en España. ¿Por fin despegando?
En los países europeos se considera que España es un mercado incipiente en inversión de impacto, ¡y parece que finalmente está despegando! O al menos esto es lo que nos gustaría ver en los próximos años… Nuestra cultura de inversión, tradicionalmente dominada por una dicotomía entre filantropía e inversión tradicional, está siendo testigo del surgimiento de la inversión de impacto social, acompañada de nuevos instrumentos financieros como los Bonos de Impacto Social (SIBs) (o Contratos de Impacto Social, SICs).
Asistimos (¡en línea, por supuesto!) a numerosos eventos en el último trimestre del año (Camino al impacto. Reinventar el Capitalismo (SpainNAB), VII S2B Impact Forum (Ship2B), Jornada de COTEC y SpainNAB …) y sentimos que el “momentum” esta aquí.
La gente comienza a tomar conciencia de las oportunidades que los nuevos instrumentos financieros como los SIB (o SICs) pueden ofrecer para financiar intervenciones destinadas a resolver problemas sociales en las áreas de educación, salud, cuidados, justicia, empleo, vivienda, etc. En el ámbito social, estamos avanzando con nuestra propuesta de utilizar SIB (o SICs) para combatir la pobreza energética en nuestra ciudad, Valencia. Nuestra investigación continúa, siempre apoyada por AVI – la Agencia Valenciana de Innovación.

Last week, all EU countries celebrated the Social Services Week, between the 7th and 11th December 2020. We are strongly committed with social services and involved in several tenders and projects in these fields: this post aims at presenting our participation in the forthcoming Child Guarantee, the EU Green Deal and its links with social services and the Impact Investment in Spain.

Children matter! Children at the heart of Europe!
We are happy to announce that Kveloce has won the tender on “Assessment of funding models for a successful implementation of the Child Guarantee – lessons learnt from the Youth Guarantee”, launched by EASPD in December 2020.
Child poverty is one of the biggest challenges Europe is currently facing. The latest figures tell us that one in four children in the EU is at risk of poverty, something which is simply unacceptable!
Due to migration, economic hardship, disability, discrimination and the COVID-19 pandemic, many families are struggling to make ends meet. Children are the first to suffer and the consequences will be felt for many years to come. The good news is that the EU has committed to supporting the eradication of child poverty by adopting a Child Guarantee in 2021, to ensure that children in the most vulnerable situations have access to key social rights.
The Child Guarantee will be particularly relevant in the current context of socio-economic crisis brought about by the COVID-19 pandemic. As the crisis will adversely affect the most vulnerable children, the Child Guarantee can help mitigate these effects by ensuring that children in need have access to the most essential services.
But, in order to be successful and ensure that all children can grow with the same opportunities, with quality support services that allow to thrive and participate in society, the Child Guarantee has to be properly designed to put in place the appropriate tools that will reach the most vulnerable children.
So let’s do it! We are currently carrying out research into other models like the Youth Guarantee, deep-diving into the feasibility study recently carried out on the Child Guarantee and start dialoguing with experts and stakeholders in different EU countries to contribute to make the Child Guarantee a reality!! Social Services in the European Green Deal
In addition, Kveloce has won a tender of EASPD on Research on the European Green Deal and Social Services, which is part of its “Commit!” Work Programme 2020.
There is a close connection between environmental problems and social issues, particularly relevant with it is related to social interventions with vulnerable communities. This way, in the case of climate change, there are evidence that social care systems will be strongly influenced (cold and heat waves, droughts, floods, dispersion of diseases, resource scarcity), while in turn social care systems may have a significant impact on environment (requirement of spaces, energy, transportation, generation of different waste). Therefore, interlinkages and interactions between environment and social policies should be revised to avoid conflicts and to contribute to create synergies that reinforce each other.
The Green Deal represents a new growth strategy that aims to transform the EU into a fair and prosperous society, achieving an economy with no net emissions of greenhouse gases, that protects and enhances natural capital as well as the health and well-being of citizens; nevertheless, this transition will require deep transformations and significant investments and innovations in different sectors which imply social consequences that must be taken into account to deploy relevant policies and measures. In Kveloce we are carrying out research on how the European Green Deal could support the ecological transition of Social Service. During this research work, we are implementing different activities: on the one hand, a desk research is being carried out to identify needs and barriers for the green improvement of social services, as well as existing good practices and funding opportunities, through a systematic review on the existing literature; moreover, the research includes a field study, in which 15 stakeholders in different social care domains from 5 different EU countries are going to be interviewed.
The results of the research work will be shared in the form of a synthesis report matching the needs, opportunities, potential improvement and barriers to make a Greener social services sector with existing and forthcoming EU policies, paying special attention to the Green Deal.
Impact investment in Spain. Finally taking off?
Our investment culture, traditionally dominated by a dichotomy between philanthropy and traditional investment is now witnessing the emergence of the social impact investors, accompanied by new financial instruments like the Social Impact Bonds (SIBs) (or Social Impact Contracts- SICs “Contratos de Impacto Social” as we prefer to call them in Spain).
We attended (on-line of course!) numerous events in the last quarter of the year (Camino al impacto. Reinventar el Capitalismo (SpainNAB), VII S2B Impact Forum (Ship2B), Jornada de COTEC y SpainNAB …) and felt that the “momentum” was here. People start becoming aware of the opportunities that new financial instruments like SIBs (or SICs) can offer to finance interventions aimed at solving social problems of vulnerable populations in the areas of education, health, childcare, justice, employment, homelessness etc. In the social arena area, we are moving forward with our proposal of using SIBs (or SICs) to combat energy poverty in our city. Our research goes on, always supported by AVI – the Valencian Innovation Agency.
